Melbourne terror accused faces court

The move comes after a man was arrested and accused of planning a New Year's Eve terror attack in Melbourne.

He meant to use a firearm and kill as much as possible at Federative Square during New Year's Eve, "said Victoria Deputy Chief of Police, Shane Patton".

Victoria Police, the Australian Federal Police and the Australian Security Intelligence Organisation (ASIO), which form the Joint Counter Terrorism Team, conducted an operation in Melbourne yesterday.

"Victoria Police and the Australian Federal Police would like to reassure the community that the threat has been contained and there is no on-going risk posed by this individual", a Victoria Police statement said.

Patton described Ali as "a person who's expressed an intention to try and kill as many people as he could through shooting them".

Ali reportedly accessed documents produced by Al Qaeda, including a guidebook detailing "how to commit a terroristic attack and how to use firearms".

The practising Muslim was born in Australia, is an Australian citizen and his parents were from Somalia, Mr Patton said.

The unnamed man was born in Australia to Somali parents, but was not linked to any mosque, according to Patton, and he had been monitored by the police since a year ago as a "high-risk person of interest".

Police have arrested 74 people in 31 counterterrorism investigations since the country's terrorism threat level was elevated to "probable" in September 2014.

Additional search warrants were issued for the suspect's relative's home and at a computer business where he once had a part-time job. One of the charges he is facing carries a penalty of life in prison.
