German SPD leader Schulz confirms will not take ministerial job

Mrs Merkel has handed all the top ministries in Germany, including finance and foreign, to the SPD - the price the party demanded to form a government with her following an indecisive general election previous year which saw her party's majority slashed by the anti-immigrant Alternative for Germany upstarts.

Christian democratic union (CDU) leader and German chancellor Angela Merkel, Christian Social Union (CSU) leader horst seehofer and Social Democratic Party (SPD) Leader Martin Schulz gave a statement after the coalition talks to form a new coalition government in berlin, Germany, February 7, 2018.

On Wednesday, Schulz told colleagues he planned to resign as leader of the SPD after party members have voted on the coalition deal.

Many Social Democrats have blamed their poor showing on the party's membership in the previous "grand coalition".

A Forsa poll had indicated that nearly three-quarters of Germans thought it would be wrong for Schulz to become foreign minister.

"I hereby forgo joining the federal government", Schulz announced, adding, "at the same time, I sincerely hope that this will end the personnel debates within the SPD".

Schulz's choice to step aside to help secure an SPD vote in favour of a stable government "deserves the highest respect and recognition", said Andrea Nahles, his likely successor as party chair.

Another party official told a Bild: "The party is deteriorating".

Although Gabriel is one of Germany's most popular politicians, scoring a 57% approval rating in an ARD television poll this month, there is no job waiting in Merkel's fourth government.

For the SPD, the backbiting went public when Gabriel, Germany's acting foreign minister, attacked the leadership for planning to remove him from his post - and implying that he'd been promised that he could continue as the country's top diplomat. Paul Ziemiak, leader of the bloc's youth wing, called for a broad discussion about the longer-term future of Merkel's Christian Democratic Union (CDU) and its leadership.

Merkel faced an uphill struggle to maintain power for another four years following a disastrous election campaign.

Any agreement will be submitted to a ballot of the Social Democrats' members, a process that will take a few weeks.
