California becomes 1st state to require solar on all new homes

"This is groundbreaking", said Pierre Delforge, senior scientist for the Natural Resources Defense Council.

Currently, about a fifth of new homes come with solar panels, one business group estimates. It applies to single-family homes and multifamily homes with less than three stories built after 2020 with certain exceptions for buildings covered by shade. Some builders say the costs could be more than twice that. However, the standards could provide $19,000 in savings in energy and maintenance costs over 30 years, the commission says.

"Adoption of these standards represents a quantum leap in statewide building standards", said Robert Raymer, technical director for the California Building Industry Association. They are unique Day4 flexible solar panels with all new redesigned structures and electrodes having the capacity to capture more light.

But Republican legislative leaders argue Californians can not afford to pay any more for housing in what is already an extremely expensive market.

California - now the world's fifth-largest economy - already has a reputation for pushing the boundaries when it comes to going green. Since 2012, median home prices in the state have almost doubled.

"The state's housing crisis is real", State Assemblyman Brian Dahle said.

On Wednesday, the California Energy Commission voted unanimously on new building regulations for virtually every new home that is built in the state.

The Energy Commission's plan is less ambitious. It came despite estimates it would raise the up-front cost of a new home by almost $10,000 in one of the most expensive parts of the country.

Solar power in California provided almost 16% of the state's electricity by the end of 2017.

Officials in St. Petersburg, Florida, made a similar argument when they were mulling their own solar mandate previous year, with City Councilman Kevin Nurse telling Reason, "You can create a system that provides local jobs, reduces fossil fuel use and pollution, and reduces the cost of owning a home".

The new codes also encouragebuilders to install energy storage systems such as home battery systems like the famed Tesla Powerwall, or heat pump water heating. This would make California the first state in the country to require solar panels on homes, according to the CEC.

Members said they expect other states to follow suit in coming years. "But this is a precedent-setting policy, one that will bring enormous benefits and cost savings to consumers". About 20 percent of California's new homes are built with solar arrays and the state has held about a third of the nation's total jobs in solar since 2013, according to the San Francisco Chronicle.

The Energy Commissioners is taking a significant step to continue its push for lowering greenhouse gas emissions - using the sun as its saver.

"The goal is zero-emission buildings", she said".
