Hurricane Gordon hasn't completely formed yet, but the weather system - which is now a tropical storm - will be upgraded to a Category 1 hurricane before making landfall in MS late Tuesday night.

Gordon was located about 26 miles southeast of Jackson, Mississippi, with maximum sustained winds of 35 mph.

A hurricane warning was in effect Tuesday morning for all of coastal MS and Alabama, with a tropical storm warning reaching to Grand Isle, Louisiana, and Florida's Okaloosa-Walton county line.

Tropical Storm Gordon made landfall along the U.S. Gulf Coast just before 10 p.m.

Louisiana and Mississippi's governors declared states of emergency ahead of the storm.

A 2-year-old girl died when a tree fell on a mobile home in Pensacola, Florida, the Escambia County Sheriff's Office said. Beachgoers in the area were being warned Wednesday that it's too early to return to the water; risky rip currents prompted red-flag warnings, meaning it's illegal to enter the Gulf of Mexico. Tornadoes are also possible through Wednesday night over MS and western Alabama, it added.

Gulfport was among communities providing sand and bags to residents, and Kenny Macdonald filled them for himself and older residents.

Authorities have yet to release the name or age of the child.

"Never enter an intersection with the lights inoperative unless you've stopped and are aware of what's coming into the intersection", Elmore said. "It's part of life on the Gulf Coast, just something we have to deal with".

Gordon is on track to become the first tropical storm to make landfall in the US this season.

The strong winds were also a major concern as trees and power lines were brought down, resulting in widespread outages.

Gordon's maximum sustained winds were 70 miles per hour (110 kilometers).

"Once we have confirmed that our systems are both safe and operational, we will begin the process of returning to normal operations", a spokeperson said on Wednesday.

With winds weakening, the storm was downgraded to a tropical depression. Models are suggesting this wave will turn more to the north in the central Atlantic, in between two ridges of high pressure.

He said the risk of flash flooding was moderate in Alabama and the area where Arkansas, Louisiana and MS converge.

Energy companies and port operators along the U.S. Gulf Coast took steps on Wednesday to resume operations after Tropical Storm Gordon shut more than 9 percent of the region's oil and gas output.

Similarly, a storm surge led to flooding along the Gulf Coast and barrier islands. "Now is the time to get your plans all set", director Ken Graham said.
