Russian Federation says Syria shot down one of its military planes, blames Israel

"But, without any doubt we need to seriously get the bottom of what happened", Putin told reporters. "We reserve the right to adequate response actions", Konashenkov said.

Syria, for its part, said the target struck was a subsidiary of its defense ministry, known as the Organization for Technical Industries, which has suspected ties to the country's chemical weapons and missile programs.

"These will be the steps that everyone will notice", he said, without providing further details.

Russian media said that four Israeli F-16s carried out the attack, and that it gave just one minute's warning to Russia, which maintains large military bases in the region.

"We view the actions of the Israeli military as hostile", Russian Defence Ministry spokesman Igor Konashenkov told Russian state television. Israeli military officials have previously praised its effectiveness. But it has acknowledged carrying out scores of airstrikes against arch-enemy Iran and its Shiite proxy Hezbollah.

Russia's military operation in Syria, which began in late 2015, turned the tide of the conflict in favour of Moscow's ally, Syrian regime leader Bashar al Assad, in his fight against rebels and opposition forces.

Israel denied the accusations, saying its jets were already back in Israeli airspace when Syrian forces launched the missiles that hit the Russian plane.

Said the IDF: "The Syrian anti-air batteries fired indiscriminately and, from what we understand, did not bother to ensure that no Russian planes were in the air".

"An Israeli jet did not shoot down our plane", Putin said.

Israeli Prime Minister Benjamin Netanyahu was the guest of Russian President Vladimir Putin at a military parade on Moscow's Red Square in May this year.

The plane, downed by Syria´s Russian-made S-200 air defence system, had a crew of 15 who were all killed, Moscow said.

For several years, Israel and Russian Federation have maintained a special hotline to prevent their air forces from clashing in the skies over Syria.

Throughout the fighting, Israeli Prime Minister Benjamin Netanyahu has maintained continuous contact with Russian Federation.

He called for a settlement in accordance with UNSC Resolution 2254 and "to end Iran's provocative transit of risky weapon systems through Syria" which he called "a threat to the region".

In this photo taken on November 12, 2015, a Il-20 electronic intelligence plane of the Russian air force takes off from the Russian air base in Hmeymim, Syria.

"It's clear to any specialist the strike was delivered using our Ilyushin-20 as cover, because they [the Israelis] thought the Syrian air defense systems would not act in that direction", Russian defense minister Sergei Shoigu stated according to the state-owned TASS news agency .

Even though it was shot down off Syria's Mediterranean coast by Syrian anti-aircraft fire Moscow is blaming Israel. "As a outcome, the Il-20, which has radar cross-section much larger than the F-16, was shot down by an S-200 system missile", Russian media reported the Russian defense ministry as saying".

Speaking Tuesday, Kremlin press secretary Dmitry Peskov said that the downing of the Russian aircraft would not affect the Sochi agreement "in any way", adding that "this is an important, breakthrough agreement".
